“Football, it was turning into an exchange of punts and field goals in the early and mid ’70s,” Bussert said. “The illegal contact rule, aside from the safety rules, was probably the greatest playing rule in the National Football League in the last 50 years or more because what it did was restore the traditional level of balance between offense and defense.
